Plan outlines institutional priorities, outcomes, and more
JACKSON, TN – Jackson State Community College (JSCC) has unveiled its five-year Strategic Plan titled “SEE Jackson State,” as the college ushers in a new era of growth and progress.
The Plan, developed under the direction of JSCC’s 7th President, Dr. Carol A. Rothstein, is centered around the president’s “Three R’s of Leadership:” Relationships, Resources, and Reputation, that have served as the pillars for the college’s success since her arrival in 2023.
Through cross-campus feedback from students, professors, staff, and community stakeholders, the Plan’s steering committee expanded the initial three R’s to include Reach, Relevance, and Results to complete the plan.
Each of the Plan’s R’s include an associated goal along with strategic priorities that will serve as guiding points for execution of the plan at both the division, department, and unit levels of the institution.
“This plan marks a pivotal moment in Jackson State’s history,” said President Rothstein. “Building on our 60-year legacy of transforming lives through education, this plan charts a bold, innovative course for the future. The strategic priorities outlined in this plan reinforce our status as a premier destination for higher education in West Tennessee, broaden pathways to success for our students, and empower them to transform their aspirations into achievement. I am proud of the foundation this plan establishes and confident its impact will be felt by future generations of students.”
As part of the new strategic plan, the college has adopted a new mission statement, core values, and vision which are as follows:

The SEE Jackson State strategic plan was developed over the course of six-months through feedback from faculty, staff and students. In addition, community stakeholders across the college’s 10-county service area were also solicited for feedback, providing insight from their respective industries and backgrounds.
