JACKSON Tenn (August 4, 2015) – 2 years of community meetings, workshops, and information gathering culminated at Tuesday’s Jackson City Council meeting when the council was presented with the Civic Master Plan as the city tries to look 20 years into the future.
The 200 pages detail the community profile, include all demographics, and identify areas of concern that were all gathered to create a comprehensive plan called The One Jackson Civic Plan.
Some of those group meetings included; Residential Neighborhoods and Community Gardens, Commercial Areas, Community Facilities and Services, Downtown Jackson-Revitialization, and Transportation.
John Houseal, of Houseal Levigne, said the plan is an all-inclusive representation of the community. Houseal said for it to be successful everyone has to be a partner. It is not meant to be a mandate, it is a guide” said Houseal.

John Houseal  said a Comprehensive Plan serves as a community’s official guide for land use, growth, physical improvement, and development. It provides a foundation for decision-making and sets forth a framework for achieving community goals and objectives.
To be effective, a comprehensive plan should be based on community consensus, community vision, and an understanding of existing conditions and future potentials. The plan should address both the built and natural environment.
The plan is broken down into 12 categories and outlines 80 goals and objectives.
Mayor Gist said his next act will be to create an Implementation Action Committee. “This is how we are going to grow”, said Gist.
Councilman Harvey Buchanan told the other council members he has seen 7 of these plans in the past and what he hopes to see this time is the effect of the results. “I want to see action and this be a better city through rehabilitation”, said Buchanan
The council approved the resolution unanimously.
