Man Charged In Cold Case To Be Tried As Adult

 

MEMPHIS, Tenn. (AP) — A 37-year-old man charged with being the triggerman in a 1994 shooting has been transferred from juvenile court to the adult criminal justice system.

According to a statement from the Shelby County District Attorney’s Office, Phanhsay “Kapoo” Phanivong was entitled to a juvenile court hearing on Wednesday because he was 16 at the time of the slaying. He was arrested in April after police received a tip from a man serving time on an unrelated charge.

That man, 41-year-old Ngoc Huynh, testified Wednesday that Phanivong told him that he fatally shot 23-year-old Angela Perkins on Feb. 14, 1994 during an attempted robbery.

Juvenile Court Judge Dan Michael ordered Phanivong to be held without bond.
