Plans for a new 30,000-square-foot Dream Center were tabled when a request was approved to have an engineer study the possibility of flooding on land donated to the non-profit by Northside Assembly of God at 27 Oil Well Road.
The decision to defer a second reading was requested by City Councilman David Cisco during the Jackson City Council’s August meeting, Tuesday.
Cisco represents residents of Belle Trace Cove, which sits just west of where the new Dream Center would be built.
During the City Council’s July meeting, residents expressed concern over the possibility of a decline in property values, an increase in traffic, and flooding from the Moize Creek, located behind residents on the east side of their cove.
“The council had a pretty good agenda (Tuesday),” Jackson Mayor Jerry Gist said. “The No. 1 issue, they voted to table the issue of the Dream Center … give (residents) about 60 days to hire their engineer to check on flooding issues. They will come back to council (and) the final vote will be in October.”
The Council was given an update – and voted unanimously – on the construction of an animal care and adoption center on Conalco Drive.
“We voted on the animal care center through the council,” Gist said. “We are building a new building … quarantine center on Conalco Drive right across from the city public services building, which will house animals initially, to make sure they are in good shape physically, and make sure they are spayed and neutered (before sending) them over to the adoption center.”
The no-kill facility will consist of 4,900- to 5,200-square-feet and offer 48 suites for dogs and nine for cats.
The City of Jackson will pay $220,000 towards construction and $175,000 will come from anonymous donors.
Also, road construction projects in Jackson are scheduled to begin in September.
The $360 million project includes the elimination of a U-turn on the U.S. Highway 45 Bypass at Interstate 40 exit 80, and the redesign also includes the rebuilding of the on and off ramps at the bypass.
Planned improvement projects will also incorporate Interstate 40 from exit 79 at Hollywood Drive to exit 87 at U.S. 70 East.
At Highland Avenue, the interchange will be reconfigured with the elimination of the northeast and southwest ramps at exit 82, creating a Super Point Urban Interchange.
Also, a Southern Bypass, which will begin just south of Airways Boulevard to South Highland Avenue is also scheduled.
