Madison County Commission Agenda Review

Citizens of Madison County seeking to make public comments regarding matters on the agenda for meetings of the Madison County Board of Commissioners may send a written request to speak via e-mail to smcclain@madisoncountytn.gov.  Requests to speak should include:

ï‚· The name and address of the person seeking to make a public comment.
ï‚· The meeting at which the person is seeking to make a public comment.
ï‚· The specific meeting agenda item upon which the person plans to speak.
ï‚· A copy of any descriptive materials to be used.

Requests to make a public comment must be submitted no later than two (2) working days prior to the public meeting at which the person making such a request wishes to speak. For example, if there is a Commission meeting scheduled on a Monday, requests to make public comment must be submitted by e-mail no later than the close of business on the preceding Wednesday.

Requests to make a public comment at a full County Commission meeting or a committee meeting must be approved in advance by the Commission Chairperson or relevant Committee Chairperson.  Those requesting to make a public comment will be advised via e-mail whether their request has been approved in advance of the meeting at which they have requested to speak.  The public comment period shall be reserved on the agenda of all public meetings for a period of thirty (30) minutes.

ï‚· Remarks shall be limited to three (3) minutes unless time is extended by the Commission.
ï‚· Each person speaking shall state his/her name, address, and subject of presentation.
ï‚· Delegations must select one individual to speak on their behalf unless otherwise determined by the Commission.
ï‚· Remarks must pertain to matters on the agenda for the meeting at which the person is speaking.
ï‚· Persons speaking shall not interrogate members of the Commission.
ï‚· Persons speaking shall not engage in personal attacks.
ï‚· The Chairperson shall have authority to terminate remarks of any individual who is disruptive or does not adhere to Commission rules.
ï‚· Members of the Commission have the privilege of asking questions of any person who addresses the Commission.

These same rules shall apply to public comment before any committee of the County Commission.
