The Mayor’s Office has received resumes from Richard Hulon Donnell and Edward Byron Elam, who are looking to fill the unexpired term of City of Jackson District Three Councilman Ernest Brooks II.
Richard Donnell is the senior advisor to the president of Lane College.
Byron Elam is a 5th generation Madison Countian. He is also a graduate of Union University and currently a seminarian at Lexington Theological Seminary. He is employed in the non-profit sector.
The Jackson City Council is scheduled to select a new council member Tuesday, Dec. 6, during its monthly meeting at City Hall.
In accordance with the Charter of the City of Jackson, TN, “A vacancy in the office of a council member shall be filled by appointment of a qualified resident of that district by a two-thirds (2/3) majority vote of those who are present and voting.
“All persons appointed to fill vacancies in accordance with the provisions of this section, except the mayor, shall serve until the next regularly scheduled municipal election. The election to fill a vacancy shall be held in accordance with the provisions for a regular council seat.”
