Tony White, Madison County’s Deputy Mayor/HR Director, has resigned.

JOB DESCRIPTION
This is very responsible professional and administrative work involving the coordination of all human resource related functions for Madison County Government.

The incumbent performs numerous and varied duties including the administration of employee benefits, recruitment / retention and staffing, development and enforcement of personnel policies and procedures, maintaining and updating the classification and compensation plan and addressing complaints filed by current or former employees.

Additional responsibilities include oversight of On-the-Job Injury claims, recruiting new employees, auditing and monitoring of personnel files to ensure compliance with federal and state regulations, and providing assistance to county departments and offices with employee related questions and issues. Job responsibilities require extensive knowledge and expertise in employee benefits administration, classification and compensation practices, equal employment opportunity law, ADA, Title VI, safety regulations, and the Fair Labor Standards Act.

Strong interpersonal, organizational and decision making skills are also required for successful performance in the job.

Job performance is evaluated by the Madison County Mayor through review of the level of knowledge and expertise in human resource functions, effectiveness of employee benefit and compensation programs, compliance of county departments and offices with personnel policies and procedures and administration and coordination of human resource functions and activities.

Illustrative Examples of Work
-Assists county departments and offices with employee related issues such as benefits, disciplinary actions, selection and discharge issues, On-the-Job Injury claims, etc.

-Oversees the administration of employee benefits, addresses questions regarding coverage, benefits, and/or claims and coordinates policy renewal processes.

-Develops and updates personnel policies and procedures when necessary.

-Addresses grievances and legal actions taken against the county by current or former employees and submits required documentation to the agency filing the claim.

-Monitors and assists with the renewal of employee health insurance benefits, life insurance, LTD insurance, and professional liability insurance.

-Attends seminars to remain current in employment laws and regulations.

-Oversees the coordination of On-the-Job Injury claims and benefits to ensure the timely and accurate reporting of accidents, proper payment of claims and return to work protocols.

-Addresses inappropriate management practices among management staff and creates viable solutions to alleviate potential liabilities to the organization.

-Maintains the classification and compensation plan for the organization and updates as necessary.

-Submits annual reports to various state and federal agencies to document employee demographics, workplace injuries, compliance with state contracts, etc.

-Analyzes risk management practices pertaining to human resource activities and develops and implements effective risk management practices.

-Ensures the consistency of management activities related to human resource functions and adherence to established personnel policies and procedures.

-Coordinates employee drug testing practices related to post offer physicals, DOT regulations and On-the-Job Injury activities.

-Prepares reports and correspondence to document various employment related issues in response to requests for information by insurance companies, benefit administrators, regulatory agencies, etc.

-Assists with the planning and organization of the county’s employee safety program.

-Maintains human resources databases (Munis) on all active and terminated employees.

-Administers and tracks all leave records (Munis accruals).

-Appoints members of the HR staff.

-Prepares the annual budget for the HR Department.

-Assists department heads and elected officials with developing OSHA, ADA, Hazardous Materials and Blood borne Pathogens policies.

-Serves as ADA Coordinator, Title VI Coordinator.

-Testifies by deposition and in court as the county representative for employee related matters.

-Performs related duties as required.
