NASHVILLE, Tenn. (AP) — A proposal to create a school voucher program in Tennessee has failed once again.

House sponsor Bill Dunn withdrew the proposal from the House Finance Subcommittee on Tuesday. The Knoxville Republican said he didn’t have the votes and took the measure off notice until next year.

The proposal’s failure to pass this session is the third consecutive time it’s failed.

It’s similar to an unsuccessful measure Republican Gov. Bill Haslam proposed last year. The governor also failed to pass voucher legislation in the previous session.

The legislation, or “opportunity scholarship,” would let parents move a child from a failing public school to a private school with funding from the state.

The main reason for the proposal’s failure has been attempts to expand eligibility instead of a more limited approach.
