The 1998 Community Redevelopment Act (CRA Act) was created by the Legislature of the State of Tennessee to allow certain jurisdictions to create a municipal agency, called the Community Redevelopment Agency (CRA), with the purpose of addressing particular urban problems – such as conditions of slum, blight, and the lack of affordable or elderly housing, in an effective and sustainable way.
Mayor Jerry Gist began the Safe Neighborhoods Initiative. It came the impetus to establish the Jackson Community Redevelopment Agency. The Ordinance establishing the Jackson Community Redevelopment Agency was adopted by Mayor Jerry Gist and the Jackson City Council on April 10, 2009.
East Jackson (CRA District 2) was designated as a planning area with a commitment from city and neighborhood leaders that it will not be forgotten or left behind.
